PRESIDENT TRUMP’S REIGN OF TERROR IN LOS ANGELES FOCUSED LARGELY ON POC, LATINO NEIGHBORHOODS

CHIRLA’s analysis of recent immigration enforcement actions in Los Angeles, underscores the focus of federal enforcement activities was predominantly on People of Color and predominately Latino neighborhoods.

 

Los Angeles, CA – The Coalition for Humane Immigrant Rights (CHIRLA), one of the largest member-based immigrant rights organizations in the country, released an analysis of recent immigration enforcement activities in Los Angeles County, using a heat map, which graphically underscores President Trump’s reign of militarized terror this past month focused on People of Color and predominately Latino neighborhoods.
The “Areas of Focus for Federal Enforcement Activity” map accounts for 471 confirmed immigration enforcement actions reported to the LA Rapid Response Network (LARRN) between June 6 and July 20, 2025.     This number represents a sampling of the total number of confirmed enforcement actions throughout the region.
“The blatant racial profiling by the Trump Administration is clearly visible in this map.  Areas where People of Color live and work, which also include major Latino hubs, were racially profiled and targeted.  This military federal immigration enforcement operation was a surgical attack meant to provoke panic and confusion, and unleash terror in our neighborhoods,” stated Angelica Salas, Executive Director for CHIRLA.

The top 10 zip codes with the highest number of immigration enforcement actions reported to the LARRN between June 6 and July 20, 2025, include:

91402 – 22 actions (San Fernando Valley)
90660 – 18 actions (Pico Rivera)
90026 – 15 actions (Silver Lake - Echo Park)
90201 – 14 actions (Bell Gardens)
90028 – 9 actions (Hollywood)
90011 – 8 actions (Vernon - South Los Angeles)
90015 – 8 actions (Pico/Union - Downtown Los Angeles)
90012 – 7 actions (Little Tokyo – Downtown Los Angeles)
90065 – 7 actions (Glassell Park)
90280 – 7 actions (South Gate)

The areas with the highest number of immigration enforcement activities include:

· San Fernando Valley: Pacoima and North Hills
· South LA: Jefferson Park and Westmont
· Southeast LA: Norwalk, Bellflower, Downey, South Gate
· Inland Empire: Pomona area

 

During the same period, CHIRLA received a total of 1,677 calls of enforcement activities throughout the region.  Nearly 1,500 of these reports mention armed agents being present during the operation.  Of these, 389 reports mention witnessing random arrests of community members.

During the reporting period, the observations of trained first responders include:
· Many agents wear plain clothes and drive unmarked vans, making identification difficult.
· Reports often mention activity near schools, parks, and residential intersections.
· A few days saw major operations involving multiple agents and suspected detentions, but video proof was rare. While descriptions were detailed, few submissions included visual documentation, making dispatching and verification harder.
· Nearly 9 out of 10 reports, witnesses could not confirm which agency was involved, pointing to potential opacity in enforcement efforts.
