La legalización de 8 millones
de inmigrantes es posible
El registro ha existido como ley casi ya por cien años pero fue actualizada por última vez durante la Administración de Reagan. Un cambio al registro, con la propuesta de ley HR 1511, normalizaría el sistema migratorio y permitiría que por lo menos 8 millones de personas que han contribuido por muchos años a este país puedan emerger de las sombras sin miedos ni barreras.
Cambiar la fecha de registro no requiere nuevas leyes y pemite que los residentes indocumentados integrarse plenamente a la nación de la cual han sido parte por décadas. Si movemos la fecha del registro más cercano al 2023, podríamos empezar a tratar la parálisis de inmigración que ha existido por más de tres décadas.
NUESTRAS RECOMENDACIONES
• Adelantar la fecha de registro al 2016;
• Este cambio se puede hacer con una propuesta de ley independiente o a través de una reconciliación del presupuesto;
• Automáticamente mover, o que avance por sí sola, la fecha de registro; o sea, cada año avanza un año más.
• Establecer la presunción que todos los aplicantes gozan de "buen caracter moral."
